I have attached maps of FPL facilities in the alleys.  The red color indicated secondary conductors and blue indicates primary.  Service drops the houses are not shown. 

The alleys/right-of-ways provide access and legal rights for the construction and maintenance of FPL facilities.  If an alley is vacated, easements must be provided prior to the vacation.  Due to the tropical nature of the vegetation, FPL prefers clear access, via alleys, for maintenance, construction and restoration of our facilities.
